Partnership Health Center (PHC) is excited to announce an opportunity for an experienced behavioral health professional as a Behavioral Health Clinical Manager with our Mobile Support Team (MST). The MST is a partnership with the Missoula Fire Department and responds to 911 calls when there is a behavioral health concern. This role offers the chance to make a meaningful impact on the lives of our patients while shaping innovative, integrated behavioral health services across Missoula County, alongside the Missoula Fire Department.
PHC is currently in the process of separating from Missoula County, with completion expected by the end of this year. DEFINITION:
The Behavioral Health Manager is responsible for overseeing daily operations and clinical quality of behavioral health services within their assigned program. The role provides both managerial and clinical supervision for designated staff and supports delivery of integrated services. Assists the Behavioral Health Director in ensuring that behavioral health programs meet access and quality goals while maintaining compliance with all regulatory requirements.
REPRESENTATIVE EXAMPLES OF WORK:
Ensure the delivery of high-quality, evidence-based services including individual and group therapy, crisis response, care coordination, and prevention programming.
Assess clinical quality and compliance with regulatory and documentation standards by conducting biannual panel reviews, performing ongoing chart audits and observing patient visits.
Responsible for hiring, training, schedule and performance management of assigned staff.
Provides clinical supervision for provisionally licensed behavioral health clinicians (e.g., masters in social work or clinical professional counselor) or graduate practicum students. Reviews electronic medical record encounter documentation and provides confirmatory sign-off for supervisees. May be required to work outside of regularly scheduled hours for clinical supervision support.
Contributes to strategic annual training plan for behavioral health clinicians, and leads training topics as assigned.
Stays current in best practices of clinical supervision in primary care behavioral health and related topics. May collaborate with technical assistance received by external associations or organizations.
Delivers outpatient behavioral health services to individuals of all ages, from children to older adults.
Fosters a collaborative work environment that encourages patient access, team building, peer support initiatives, and self-care. Promote a culture of equity and inclusivity.
Advocates on behalf of integrated care at PHC and collaborates with all PHC service lines/departments to ensure quality patient care.
Participates in review and determination of behavioral health scope of services and assists with expansion of behavioral health services as needed.
Participates in PHC staff meetings, clinic meetings, and leads department specific meetings as assigned. Serves in a leadership role for other staff regarding commitment to PHC’s mission, vision and values. Develops strong relationships between PHC and community stakeholders.
Collaborates with the Behavioral Health Director and PHC leadership on targeted performance indicators, quality measures and health outcomes for behavioral health services and grants.
Reviews serious adverse incidents in the Incident Reporting Software as assigned, and advises on appropriate incident responses and needed changes.
OTHER DUTIES:
May attend PHC Board Meetings on an as needed basis.
Performs related duties as required or directed.
SUPERVISION RECEIVED: Works under the direction of the Director of Behavioral Health or designee.
SUPERVISION EXERCISED: Provides direct supervision for behavioral health licensed and provisionally licensed clinicians.
WORKING RELATIONSHIPS: Has numerous contacts with Partnership Health Center’s leadership team, medical providers and behavioral health staff. Contacts are for the purpose of planning and coordinating and delivering care consistent with a patient-centered medical home.
REQUIRED KNOWLEDGE, SKILLS & ABILITIES:
KNOWLEDGE: Considerable knowledge of psychological assessments, evaluations and interventions with clients including work with adults with mental illness. Considerable knowledge of child and family therapy and work in a community agency providing mental health services. Working knowledge of staff supervision. Working knowledge of quality management processes. Working knowledge of client confidentiality and the ethical and legal requirements of the profession. Working knowledge of integrated behavioral health services in a primary care setting. Working knowledge of the principles and practices of HIPAA compliance. Working knowledge of the PHC Corporate Compliance Guidelines. Basic knowledge of psychotropic medications.
SKILLS: Skill in the use of a personal computer using word processing and database software. Skill in the use of electronic medical records.
ABILITIES: Ability to interview and counsel clients regarding personal issues. Ability to work with individuals and groups to promote optimum mental and emotional health. Ability to maintain confidentiality. Ability to compile reports and track data as it relates to performance indicators and health outcomes. Ability to establish and maintain effective working relationships with diverse individuals and groups. Ability to communicate effectively in the English language, both orally and in writing. Ability to foster team efforts and facilitate staff performance.
MINIMUM QUALIFICATIONS:
EDUCATION: Master’s degree in social work or counseling, or a PhD in psychology is required.
EXPERIENCE: Requires a minimum of three years’ experience in a clinical or mental health setting, including one year experience providing clinical supervision. Requires one year experience in a managerial role.
SPECIAL REQUIREMENTS: Subject to passing a criminal background investigation that will require fingerprinting. Requires immunizations or proof of immunity to certain infectious diseases and a TB test. New employees will be asked to volunteer vaccination status for required vaccines upon hire and will be offered assistance during hiring to receive necessary immunizations. Employees who have not received the vaccines required for their positions or who are unwilling to voluntarily provide vaccination status for required vaccines will receive a reasonable accommodation where such accommodation does not require an undue hardship or endanger the health or safely of any person. Requires current Montana State license as a clinical social worker (LCSW), clinical professional counselor (LCPC), licensed marriage and family therapist (LMFT), PhD, or licensed psychologist.
PHYSICAL/ENVIRONMENTAL DEMANDS:
Crisis intervention work may involve exposure to potentially dangerous situations. Works primarily in an office type setting. Requires some evening and weekend work. The employee may risk exposure to communicable diseases. This position is not eligible for full-time remote work.
